Register uploaded FILE objects

After PUT to the presigned URL, register keys (must start with `{tableId}/{recordId}/`). Appends FileValue metadata to the cell and enqueues `record.updated`.

POST/tables/{tableId}/records/{recordId}/files/{columnName}/register

AuthorizationRequiredBearer <token>

Authorization: Bearer onn_live_…. Prefix lookup (first 12 characters) plus argon2id. Scopes are tables:read and tables:write (write implies read).
