Sign FILE download URLs

Short-lived GET URLs (3600s) for keys already on the FILE cell. Requires `tables:read` or write.

GET/tables/{tableId}/records/{recordId}/files/{columnName}/sign

Authorization

AuthorizationRequiredBearer <token>

Authorization: Bearer onn_live_…. Prefix lookup (first 12 characters) plus argon2id. Scopes are tables:read and tables:write (write implies read).
